What rules do the boys establish at first & how do they change over the course of the novel?

At first Ralph's influence sets up, more or less, functioning society. The democratic right to be heard is done through the conch. Sanitary rules are put into place (bathroom by the rocks....). Shelter, fire and freshwater duties are instituted. This however all takes consistent work. Being children, they leave their responsibilities for play; Ralph is unable to enforce the rules. Jack is successful in pulling the kids away from responsibility because it is linked with Ralph as a leader.
