Ralph's rules are all they have. Although Ralph is a responsible leader, Jack is more effective at manipulation. Jack knows how to control and manipulate the boys which is a skill that many successful politicians have. Ralph's rules are good for the boy's to function as a society but the boys prefer what Jack offers.
