Why does Ralph call a meeting in Chapter Five?

Ralph calls a meeting in order to get organized..... himself as much as anyone else. Shelters were still needed, the appropriate areas were not being used for the bathroom, the fire must stay burning, and to deter rumors of the beastie. Ralph wants to replace the chaos with orderliness.
