The beast is metaphorical. It is the boy's themselves. By the end of the novel, they have lost all sense of right and wrong. They have killed Piggy and Simon (Christ-figure). They have burnt the island down (metaphorical Hell) and about to kill Ralph. The beast, at this point, certainly rules the island.
