Lady Macbeth says this. She has just read Macbeth's letter explaining the witch's prophesies. She wants Macbeth to kill Duncan to hasten Macbeth's fortune. She, however, doubts Macbeth's courage to do such an evil deed. Lady Macbeth asks the spirits to turn her into a man so that she may perform the murders. The idea is that women are too kind and nurturing to do such a thing: obviously L. Macbeth is an exception!
