I'm not sure which act you're referring to here, but initially the witches avoid talking about treachery. Macbeth is fascinated by the prophecy that he will be king, but horrified at what it would take for the prophecy to come true, namely regicide. Macbeth is courageous and ambitious, but he also sees himself as honorable, which he was (his reputation confirms this). They must take care not to alienate Macbeth while manipulating his thoughts.
