What does the "foul is fair" quote really mean?

It's on all my tests I still don't fully understand the concept of it

This quote actually sets up one of the play's main themes. It foreshadows the way in which good things go bad, beautiful becomes ugly, ugliness can seem attractive....... Example: The ugliness of the witches is belied by the attractiveness of their prophecy....... the prophecy, which is ugly is attractive in thought.
