What was Maniac's behavior in Chapter 10?

Maniac is actually under control in Chapter Ten. He wants to go to Amanda's but isn't sure how to get there. Mars Bar gives him a hard time, but a woman breaks them up before they can fight. She then firmly tells Maniac to get lost. Maniac still doesn't understand the commotion he's causing because he is white.
