Spiegelman has his characters wear masks at different times in the book. Why does he use this device?

The characters frequently disguise themselves as other animals. The mice wear other masks to escape detection. I think this certainly lends to the theme of how humanity is, in the end, one body. The masks we wear are merely created by man.
