Why do you think Art surprised to hear about the Jewish police?

The "Jewish Police" were Jewish men utilized to police the Jewish masses. In return, they received certain perks. Many Jews found them traitorous monsters. Some thought they could secretly help them. I think both cases were true. Art could not believe that his own people could be such traitors.
