In Act I, the Duke is presented as a serious man and ruler..... a noble man, who is confident in his position. The audience (reader), however, soon becomes aware that something is amiss.... that in leaving Angelo in control of the city, he is also giving him a kind of test. Thus, the Duke's motivations become questionable, and alhough his royal status goes without question, he might just be more manipulative and self-serving than we initially believed.
