The inscription, "You that choose not by the view / Chance as fair and choose as true," describes Bassanio's love for Portia. Bassanio doesn't make his decision based upon the beauty of Portia's appearance or what he can gain; he chooses Portia because he loves her. He sees her as beautiful inside and out.
