The Prince of Morocco chooses the gold casket because it is the most beautiful, which alludes to the fact he is more taken by Portia's beauty than who she is on the inside.

The Prince of Arragon, on the other hand, chooses the silver casket and alludes to the fact that he feels he "deserves her". Unfortunately, Portia's father (and Portia herself), isn't looking for a marriage of convenience or a political alliance. He wants his daughter to be happy.
