Why does Solanio think the Duke will forgive the forfeiture? Why doesn't Antonio?

It Is From Merchant of Venice Act 3 Scene 3. PLZ Answer It I am not able to do it and it is important.

Solanio believes that the Duke will be merciful, but Antonio does not believe so. Again, Antonio expects the Duke to enforce the contract.

SOlanio thinks that Antonio is a very famous merchant and may be he will be a freind of antonio so he will forgive antonio but antonio thinks that it is a matter of justice and there would be no mercy in it.
