How to other characters treat or respond to this character?
He is the Duke and he is thus mostly treated with respect because of his enormous power in Athens. He is only shown as the beginning and end of the play; thus, he is shown in the exposition giving background and the resolution (Act V) when most of the plot lines have been resolved. Thus, character development is unlikely.
