Why does Dr. Korczak pull Misha inside the orphanage when he tries to get the children for a ride on the merry-go-round?

Misha rides the merry-go-round for hours before he rushes to the orphanage and tells Doctor Korczak to let the orphans out to ride it. The doctor pulls Misha into the house. He gently reprimands Misha because Jewish kids are not allowed to ride.
