in the movie Minority Report, if an agency was able to reliably predict and prevent (at least some) murders, how should the potential murders be dealt with?

I saw this movie many years ago an liked it. Your question is based on the infalibility of the three Precogs. If there is a chance they can be wrong, the potential murderers must be treated much differently than if they are always 100% right. Even if the Precogs are always right, is there a chance they might get one wrong? This questions has no easy answer but must be considered.
