Mr. Paul is referring to the fact that hope isn't lost.... there is still room for change. He notes that folks sometimes do ugly things, meaning their treatment of other people. We can infer that possibly he believes their actions are a result of ignorance and following the lead of others. This impacts Hiram personally because Hiram comes to understand that Mr. Paul sees his decision to testify as a positive change.... a decision that Hiram made, even knowing that his grandfather would disapprove.
