Who were the children who got bombed? (not including Primrose)?

The children at the Capitol were bombed. Were they Capitol children or children from the Districts 1-12? (But do not include Prim in your response).

Snow bombed the Capitol children to make Katniss angry. What made Katniss even angrier and sadder was the death of her younger sister Primrose Everdeen. She was bombed along with the Capitol children.

The Capitol children were bombed by President Snow.
