This quote alludes to the fact that Wes is sheriff, as was his father before him... thus, they had the power to overlook Frank's crimes and do nothing... and no one could say a thing about it.

It reflects how those in positions of authority can sometimes abuse their power, making it almost impossible for justice to prevail.
