“They couldn’t arrest us -we are the law." (P.75) What is the story behind this quote, and why is it significant to the text as a whole?

This quote alludes to the fact that Wes is sheriff, as was his father before him... thus, they had the power to overlook Frank's crimes and do nothing... and no one could say a thing about it.
