why do you think uncle frank is so cheerful

I think Uncle Frank makes himself appear cheerful, so that Wesley's family won't suspect he's been brought to their home because he's in trouble. Another reason might be that he doesn't believe his brother will ever charge him with a crime..... or that their parents will allow him to do so.
