I think that Don Pedro exists to broker love unions which are at the heart of the play He manipulates events to help his friends. He seems to have no personal romantic life. He makes half-advances at Beatrice but backs away at the prospect of asserting himself. Don Pedro also serves as an example that "love" does not always follow good people. We see this in the final scene when he is the only nobleman without a wife.
