In "My Antonia," how does the metaphor of the prairie dog community for the Shirmerdas help us understand the characters?

I think that the descriptions of the owls that live there make is an unlikely species to be loving in such a harsh unforgivable environment. This is much like the Shirmerdas who seem unable to cope with their environment.
