The conductor makes a special note of the fact that the immigrant car is separate from all the others. He notes that the passengers know very little English an can hardly speak English, inferring that they aren't very smart. He does, however, intimating that they are not intelligent. He does, however, believe Antonia is different and sees her as both physically attractive and intelligent.
