I believe it is a negative impression, though not completely. Isabel found the Number One classroom to be "bleak, depressing, and dingy." In addition to the atmosphere, she noticed the lack of needs being served to the students attending the school. This, however, can also be viewed as positive, in that change can only occur when reality is faced.
