Low wage workers without transportation would find in necessary to make decisions about their "supply and housing' decisions in direct relation to their jobs. Housing choices would have to be centralized and dependent upon availability of public transportations. Supplies, assuming you mean food, clothing, and other necessities, would have to be found locally.
