This depends where you mean. Yes, by the time he sees Tiresias, he no longer has the will and judgment to do good as, perhaps, he once did. Upon hearing the truth he lashes out into personal attack against whoever is telling it. This is a sure sign of losing control. Of course gouging his eyes out didn't help but one could argue he was blind (figuratively speaking) anyway.
