Why does Candy feel he should have shot his dog himself?

THe only relationship that Candy had left was with his old dog. Candy felt that he was the one that should have taken the responsibility to end his friend's life, not some stranger.
"I ought to of shot that dog myself, George I shouldn't ought to of let no stranger shoot my dog."
It would appear that George learns this lesson by the end of the story.
