suggest some reform to strengthen parties so that they perform their functions well

1. Elect new leaders 2. Change major political platform to agree with the constituents of that party 3. Work to form consensus both within and outside of the political party 4. Listen carefully to the wishes of the people who support the party and go along with those that seem reasonable.
