Rose symbolizes virtue. The rose, itself is used as a symbol of virtue in Christianity. In the novel, Rose is compassionate. She welcomes Oliver from the start and forgives him immediately for his transgression. She is the epitome of love and compassion.

Mr. Bumble, he bumbles everything. His intentions are laced with deceit and almost always thwarted. His name and his character symbolize both greed and folly.

The Artful Dodger dodges the police. To me, he represents or symbolizes children everywhere who've been taken advantage of because of their circumstances.
