Brabantio says this - he is listening to Iago and Roderigo relate the "escape" of his daughter Desdemona from his house. Desdemona has gone with Othello and they have come to betray Desdemona's relationship with Othello. He is saying that this cannot happen in Venice, a city; it should only happen in the country, "grange."
