Shelly talks about the West Wind as all encompassing. It brings storm clouds to the sea and makes the line between the sky and the stormy sea is indistinguishable; the whole space from the horizon to the zenith is covered with trailing storm clouds. Shelly seems to allude to the West Wind waking up the Mediterranean, "Thou who didst waken ... And saw’ (l. 29, 33). But whoever – the ‘Mediterranean’ or the ‘wind’...."
