Okay, so this is from Shelley's Ozymandias. These lines mean:
On the sands of the desert, the shattered face of the statue of Ozymandias lies. It is ruined by the ravages of time but the expressions that have been sculpted are very distinct. The king was a cold and callous person who did not care for anything but himslef. Being the narcissist that he was, he was harsh to the people of his kingdom. These passions and cold feelings of his are very well scupted on the face of the statue as well. Shelley commends the skill and the talent of the sculpture with which he has read the king's feelings so well and potrayed them outstandingly with the sculpture.
