Why would a regime close down bilingual schools and separate boys and girls? How would bilingual schools be “symbols of capitalism”? How could they be considered decadent? In what sense?

Fundamentalist Islamic law demands one language and the banishment of western languages and culture hence the closing of the schools. Bilingual schools usually meant the study of a western language like English. Islamic ideology felt that these foreign languages, like English, would pollute their society. They were symbols of capitalist thought and culture that would infect their children. I suppose if you watch a rock video or observe the West's hyper sexualized culture one can understand the decadence they are referring to.
