In chapter 14 explain Roxy plan for Tom?

Roxy plans to have Tom offer to pay the interest on his debts with the proceeds of his raids. When Judge Driscoll finally dies, Tom can use his inheritance to pay the rest of his debt. Tom also has swear he will stop drinking and gambling.
