Mrs. Pearce says this when Eliza let's on that she has no idea what a bath tub is for. Because Eliza is a flower girl from the streets and totally devoid of genteel behavior, Mrs. Pearce looks down on her. She isn't necessarily addressing Eliza's behavior, but rather her lack of cleanliness, class, and manners.
