Why did the writer refer to the characters in Act One as the bystander and flower girl?

The writer intentionally referred to these two characters in relation to what they do, rather than to who they are. Shaw's introduction of the characters unfolds as the story goes on..... and we learn who each of these characters are through their upcoming dialogue and actions.
