What is foretold in Section 5 and how does this add to the story?

In Section V, Somax forsees the fact that those who hear his story in the future will view it as legend, unable to fully comprehend the people, the city, and the grandeur he describes. He fortells the way in which people will discount the reality because they themsevles have never experienced anything other than a world filled with insecurity and brutality.
