The occupants of the apartments are actually in "compartments". They're "boxed in" frame within in the frame to be "viewed...". Jeff's cast is a falice. The long lens is a falice. Observing, like mental masterbation (Watch in early act 1 when jeff does the "scratching motion" with his back scratcher...). The occupants are all trapped in their boxes, some even with subliminal bars like a cage or cell. Brilliant movie.
