What does Stacey mean when he tells Cassie, "I don't think Mr.Jamison can hlod them"? Why is cassie so excited when Jeremy tells her that Melvin,R.W. and Papa are all fighting the fire?

Stacey means that Mr. Jamison can't hold the people back from getting at TJ. Mr. Logan had lit a fire as a diversion from attacking TJ. Cassie is pleased TJ is not being lynched.
