why does mr.granger have the power to prevent the night men from hanging t.j

Mr. Granger owns the store where the assault and thefts took place. He is also somewhat of a leader of these vigilante "Night Men" who terrorize black folks. He would have the leverage to stop most any hanging including T.J's.
