The Prince is in a tough spot. Romeo is a popular boy from a wealthy family yet the Prince has promised death to whoever "disturbs the peace." The Prince takes into account that Tybalt had killed Mercutio and that Romeo was only exacting youthful revenge. He takes the middle ground and settles on banishment.
