If the Prince seems not particularly concerned about the "peace in the streets" or if, perhaps, he seems a bit wishy-washy, his warning would not seem important. However, when he is firm and has a princely bearing which shows he commands the respect of the people of his city, then he would be taken seriously. His emphasis to both the Capulets and Montagues that they will come to see him at different times at his "office" makes his warning very serious and to be taken seriously.
