Among the characters remaining alive at the end of the play, who is deserving of punishment?

The Prince has a point when he yells, "All are punished" at the end of the play. I think Capulet bears a large responsibility for this tragedy, as does Montague for being part of this ancient feud. In the end most all of the characters are blinded by their passions on prejudices, which contributed the final tragedy.
