Friar chastises Romeo for going overboard and pushing things too far. He is telling Romeo that he is unskilled in love and the ways of the world. He says Romeo cannot handle passion and compares it to a new soldier not being able to handle gunpowder. Both passion and gunpowder can be incendiary.
