How does Shakespeare make Paris a dramatically effective character in the play?

Lord Capulet supports the union but Juliet despises him. Though never as insidious as Lord Capulet, Paris behaves arrogantly once the marriage date is set. Young Paris serves as the status quo destined for a daughter of nobility while Romeo represents primal and romantic love that goes against the status quo.
