How is it that the personal decisions of one individual results in the tragic death for the two lovers?

I think the decision is really between two people: Romeo and Juliet. Their impulsive passion for each other is really the tragic flaw that brings about their demise. There are characters that enable them, like the Friar and the Nurse, but it is the two star-crossed lovers that seal their own fate.
