Juliet's mother notes her age and adds that many girls Juliet's age are married with children. None-the-less, she does not tell Juliet that she has just reached marriageable age, but she does tell her that Paris wishes to marry her. Thus, I would say, C. Paris wants to marry her.

Well, think of marriage now; younger than you,
Here in Verona, ladies of esteem,
Are made already mothers: by my count,
I was your mother much upon these years
That you are now a maid. Thus then in brief:
The valiant Paris seeks you for his love.
