I think the Capulets represent nobility and the human stubbornness. Family feuds are not restricted to the Capulet's and Montague's. They work within the context of nobility who are set in their ways. I would not call them "good" or "bad" or complex. They serve as context as well as plot device to support the main conflict of the two star crossed lovers.
