Romeo says that banishment is worse than death because he will not be able to look on Julier. The Friar says that this drama will soon pass and that eventually the lovers - with the Friar's help - will be able to ask the Prince's forgiveness and return to Verona. The Friar is very upset that Romeo does not appreciate what he has.
